Logbook Importing Easier

This release makes logbook import easier to complete, gives pilots more control over how their profiles and preferences are shared, and adds a more capable club booking workspace. It also improves regulatory calculations, notes, notifications, and several day-to-day reliability issues.

- Club:Club pages now distinguish failed data loads from genuinely empty lists, so an outage no longer looks like there is no data
